Biography
Jan S. Driscoll is a partner in the firm's San Diego office, where her practice focuses on environmental, land use and water rights matters. Jan has practiced in San Diego since 1977 and has extensive experience representing publicly and privately held companies and governmental entities in matters with environmental and/or water rights issues, including permitting, environmental review, negotiating with regulatory agencies, and litigation where appropriate.
Jan is very familiar with the operations and regulatory issues relevant to public drinking water systems and represents public water utilities regulated by the California Public Utilities Commission as well as government-owned water systems. The nature of their business and their sources of water supply brings them within the purview of many regulatory agencies, including U.S. Environmental Protection Agency, California Department of Health Services, State Water Resources Control Board, California Department of Water Resources, California Coastal Commission, federal and state wildlife and resource agencies, as well as local governments.
Jan's practice includes helping clients navigate through the environmental regulatory process required in California for large infrastructure projects, including compliance with CEQA, NEPA, the federal and state Endangered Species Acts (HCPs and NCPs), Clean Water Act sections 401 and 404 permits, California Department of Fish & Game streambed alteration agreements, California Coastal Act, NPDES and stormwater permits, and local permitting requirements.
Prior to joining Allen Matkins in 2000, Jan was corporate counsel and secretary for five wholly-owned subsidiaries of American Water Works, Inc., the the largest investor-owned U.S. water resources company. She began her legal career with Fulbright & Jaworski in Houston, Texas, then moved to San Diego to join Gray, Cary, Ames & Fry where she became a partner in 1983.

Jan received her A.B. from The George Washington University and obtained her J.D. from the University of San Diego School of Law.
