Green builders await billions in stimulus dollars

The Wall Street Journal - Dec 16

Billions in stimulus funds are earmarked to make government buildings more energy efficient.  However, it could take months or years for spending to trickle down to contractors.  $5.5 billion was earmarked for the General Services Administration of which $2 billion was to be allocated before 12/31/09.  To date, only $1.5 billion was appropriated and only $89 million was paid out by the GSA.  The delay in spending reflects the long lead time required for architects and engineers to design energy efficient building modifications.  While private sector construction is stalled, green contractors hoped the GSA, which is America's largest landlord with a 1,500-building portfolio, would use its purchasing power to lower green costs, test emerging products and educate the industry.
