Margaret “Marty” draws on her considerable experience representing public agencies to look at clients' land use and development needs from multiple perspectives and helps to guide them by providing comprehensive, efficient solutions. She is a trusted strategist for her clients, advising them as they work through federal, state, and local regulatory and entitlement processes related to their developments.  She has represented clients in securing land use entitlements on a variety of commercial, residential, and mixed-use development projects in jurisdictions throughout California.  She also advises clients on environmental compliance and has experience with the California Environmental Quality Act (CEQA), California Land Reuse and Revitalization Act, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Subdivision Map Act, the Ellis Act, and the Brown Act.

She has experience handling a broad mix of civil litigation matters in state and federal court, including actions involving 42 U.S.C. Section 1983, contracts, due process, takings, CEQA, premise liability, and writs of mandate.

Prior to Allen Matkins, Marty represented public entities in numerous capacities, including advising on transactional matters, litigation, and day-to-day governance issues. In this role, Marty served as assistant and deputy city attorney in several cities throughout Southern California. This prior experience gives Marty a thorough and well-rounded perspective, which informs her counsel for both public and private clients on the complicated challenges regulatory agencies present.
