With nearly 20 years of experience, Garrett focuses his practice on environmental litigation and regulatory compliance, with substantial experience in Clean Water Act (CWA) counseling and defense. He advises data center companies and other industrial and commercial clients on a wide range of environmental issues, including data center development projects requiring complex environmental review and permitting (such as work on contaminated sites, wetlands and protected species issues, air permitting and compliance for emergency backup generators, and water intake and discharge permitting, as well as hazardous and electronic waste management), NPDES and stormwater permitting, and responses to citizen suits and government enforcement actions

Garrett regularly represents clients in federal and state courts as well as before environmental agencies in high-stakes matters involving alleged improper hazardous waste disposal, the use and discharge of regulated substances, citizen suits under the Clean Water Act, California Air Resources Board enforcement, and Proposition 65 claims.
