Justin R. Trujillo

Senior Counsel

Justin is a land use, environmental, and natural resources senior counsel in the Orange County office. With nearly a decade of experience, he represents property owners, natural resource operators, and real estate developers in a broad range of land use and environmental law matters.

Justin advises clients on California Environmental Quality Act (CEQA) review and strategy, environmental impact analyses, California Coastal Act compliance, zoning and permitting, and complex environmental regulatory proceedings. He works with municipal planning authorities and the California Coastal Commission to secure land use entitlements and coastal development permits for development projects throughout California.

Justin also handles environmental and land use litigation and appeals, defending approved projects and challenging adverse regulations and ordinances. He prepares administrative petitions and court filings, and regularly appears before city councils, planning commissions, and state agencies on behalf of his clients.

From initial due diligence and strategic planning through public hearings, regulatory negotiations, and litigation, Justin manages all aspects of his matters with a practical, results-oriented approach. He coordinates multidisciplinary teams of lawyers, environmental consultants, and subject-matter experts to ensure comprehensive compliance, effective advocacy, and successful project advancement at every stage.
