Jill E.C. Yung

Jill has deep experience in a wide range of energy project types, including geothermal (conventional and enhanced/loop technologies), solar (PV and thermal), natural gas-fired carbon capture retrofits, battery energy storage systems, and transmission. She has counseled clients on compliance with, and administration of, multiple projects funded by Department of Energy grants for front-end engineering and design (FEED) studies, stratigraphic well development, and pilot and demonstration projects, all to support the advancement of carbon capture technology as applied to natural gas, combined cycle energy generation facilities.

Jill also advises clients regarding development and operations in and around sensitive habitats, including wetlands, other federal and state jurisdictional waters, and areas occupied, or potentially used, by endangered species. She helps businesses and developers assess permitting and mitigation obligations and opportunities to pioneer unique conservation strategies, including support for research and the retirement of environmentally detrimental operations.

In association with mergers, acquisitions and divestitures, Jill counsels companies in a variety of industry sectors, including manufacturing, hospitality, food and beverage, healthcare, energy, and biosciences, on risks and opportunities in the areas of environmental, health, and safety (EHS) and environmental, social, governance (ESG). She helps businesses navigate complex transactional issues involving waste management, product stewardship and sustainability. She provides counsel on remediation and risk management and helps devise strategies for resolving compliance issues discovered during due diligence.

Jill regularly interacts with governmental agencies including the California Department of Fish and Wildlife (CDFW), U.S. Fish and Wildlife Service (USFWS), California Energy Commission (CEC), regional and state water boards, Army Corps of Engineers, the Bureau of Land Management (BLM), the California State Lands Commission (SLC), Bay Conservation and Development Commission (BCDC), the U.S. Environmental Protection Agency (EPA), and numerous local government agencies. Jill has broad compliance and litigation experience with environmental review under the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA), the Endangered Species Act (ESA) and other wildlife laws, the Federal Land Policy and Management Act (FLPMA), the Clean Water Act, and the National Historic Preservation Act (NHPA).
