His long time involvement in industry issues precedes his appointment as BIA’s General Counsel. Jeff has advised the BIA Board in good times and bad, through thick and thin, providing a wealth of legal and strategic insight, and giving the organization access to critical legal resources to advance BIA’s mission, while protecting it and its members from incurring any liability. BIA Staff regularly receives crucial input from Jeff, who is always readily available to weigh in with practical advice on a wide assortment of legal issues ranging from our legislative activities, corporate governance, facility needs and personnel management.

"Jeff Chine’s Hall of Fame recognition was rightly earned by providing stellar counsel to BIA’s leadership," said Borre Winckel, President & Chief Executive Officer of the BIA of San Diego County. "His expertise allows San Diego’s housing industry to navigate safely through the legal minefields laid by the many adversaries of the American Dream."

Jeff specializes in a wide variety of land use and environmental matters involving the permitting and development of complex mixed-use, residential, commercial, infill, and energy projects throughout California. He also represents developers in litigation with environmental groups and opponents of development in CEQA, Planning and Zoning Law, the Housing Accountability Act, the Subdivision Map Act, the Coastal Act, and other challenges to entitlements.

ABOUT THE BIA OF SAN DIEGO COUNTY

The BIA of San Diego exists to represent the many companies that plan, design and build the many places where San Diegans live, work and play. Members of the BIA generate thousands of jobs in the greater San Diego region and together are one of the most important driving forces in our local economy. With nearly 800 company members and all of their thousands of employees, the BIA is a major voice supporting the efforts to build all types of residential and commercial projects.
