Allen Matkins land use attorneys offer a unique mastery of the complicated legal and political world of Local Agency Formation Commissions (LAFCOs), public agency boundary changes and city spheres of influence.

We have worked with clients to guide proposals through the process from start to finish, including environmental review and the drafting of municipal service reviews and plans for services.

EXPERIENCE

  • City. Represented City in connection with the formation of Tourism Improvement District. Assisted with determination of appropriate mechanism for funding and obtaining necessary approvals by City Council. Drafted enabling ordinance, drafted necessary resolution of intention and resolution of formation, and participated in City Council hearings.
  • Developer. Represented the developer of a 238-acre residential military base reuse project in connection with CEQA compliance, general plan, specific plan and zoning issues, subdivision map processing, wetland and water quality issues, affordable housing strategy, and annexation matters.
  • Developer. Represented the developer of a 40-acre residential (conversion from industrial) project in connection with CEQA compliance; general plan, specific plan, and zoning issues; subdivision map processing; wetland and endangered species permitting issues; negotiation of a development agreement; initiative issues; annexation matters; and environmental remediation issues.
  • Developer. Represented client in connection with the detachment of a 40-acre site from the City of El Segundo and its annexation into the City of Hawthorne.
  • Developer. Represented the developer of a 3,200-acre mixed-use development in connection with CEQA compliance, specific plan issues, development agreements, various agency agreements, and annexation issues.
  • Developer. Represented the developer of a 600-acre master-planned community in Riverside County in connection with local, state and federal regulatory permitting and entitlement issues including annexation, mining, MSHCP compliance, CEQA, wetlands permitting, planning and zoning and other related matters.
  • Developer. Represented developer of 1,000-acre residential/golf course planned community with regard to CEQA compliance, state and federal wetlands and endangered species issues, water supply, specific plan amendment issues, and annexation.
  • Developer.
