Caroline Guibert Chase

Partner

Caroline practices land use law, with an emphasis on representing real estate developers in the entitlement of mixed-use, residential, commercial, industrial, biotechnology, and institutional development projects. She has excelled at helping clients navigate the complex entitlement processes throughout the state, including the San Francisco Bay Area. In particular, Caroline has extensive experience with utilizing state housing laws to facilitate the expedited approval of mixed-income multifamily housing development projects.

Caroline has been practicing land use law almost two decades and has a unique multidisciplinary background including CEQA consulting, urban planning, zoning enforcement, and architecture. Her involvement and passion for her practice are also evident outside of the firm. Caroline is a long-standing member of the San Francisco Planning and Urban Research Association (SPUR) Housing Policy Board and served on the Housing Action Coalition (HAC) Board for over a decade. She is also an active CREW and Urban Land Institute (ULI) member.

  • Biotechnology Developer. Due diligence related to the purchase of approximately 90,000 square feet of office and retail space to convert to biotechnology lab space in the City of Emeryville.
  • Industrial Developer. Due diligence related to the development of PDR buildings totaling approximately two million square feet in the City and County of San Francisco.
  • Mixed-Use Developer. Obtained entitlements from the City and County of San Francisco and CEQA compliance for a major mixed-use, approximately 1.5 million square foot development project, consisting of residential, office, and hotel towers in the recently adopted Central SoMa Plan Area. Caroline assisted with related Planning Code amendments to facilitate project approval without the need for a separate Special Use District (SUD) or Development Agreement (DA).
  • R&D Developer. Due diligence related to the purchase of a 24-acre corporate campus in the City of Emeryville.
  • Educational Institution. Obtained entitlements from the City and County of San Francisco and CEQA compliance for an award-winning 60,000-square-foot science center and 600-bed student residence hall and related improvements, including a dining hall expansion.
  • Non-profit Affordable Housing Developer. Obtained entitlements from the City and County of San Francisco and CEQA compliance for three separate 100 percent affordable housing projects, one of which required an EIR due to historic resource impacts.
  • Non-profit Retirement and Care Center Healthcare Institution. Obtained entitlements from the City of Oakland and CEQA compliance for the expansion of an existing facility to include a new memory care center.
  • Housing Developer. Obtained entitlements from the City and County of San Francisco and CEQA compliance for a mixed-use project consisting of approximately 88 residential dwelling units, including on-site affordable units, and ground-floor retail space for an innovative “market hall” featuring multiple local businesses in a shared space.
  • Developer. Obtained entitlements from the City and County of San Francisco and CEQA compliance for a major mixed-use, approximately 1.8 million square foot development project, including commercial, residential, retail, arts, and cultural uses. The project required an EIR, Special Use District (SUD), and Development Agreement (DA).
