Ryan Chen

Associate

Ryan is a land use, environmental, and natural resources associate in the Los Angeles office. With a focus on water rights, environmental regulations, and natural resources, he helps clients with strategic, permitting, and regulatory issues related to the Clean Water Act, California Environmental Quality Act, federal and California Endangered Species Act, Public Records Act, and other complex environmental statutes. Ryan’s clients include public utilities, transportation companies, real estate developers, and renewable energy firms.

His experience includes the following areas:

  • Water law and supply, including the adjudication of Colorado River water rights and industrial water transfer agreements;
  • Water quality and groundwater contamination;
  • Federal and state endangered species laws, including the preparation of habitat conservation, state community conservation, and multispecies conservation plans;
  • Entitlement of transportation, industrial outdoor storage, healthcare, residential, and commercial projects;
  • Permitting and environmental counsel for solar and geothermal facilities; and
  • Land use disputes and litigation.

During law school, Ryan served as an articles editor for the UC Davis Law Review.

He is proficient in Mandarin Chinese.

His experience includes the following areas:
