Laura is a land use, environmental, and natural resources associate in the San Francisco office. She assists clients in all phases of the development process, from due diligence, permitting, and entitlements, through litigation, if necessary. Laura has particular depth in California urban infill mixed-use and housing projects, including specialty classes like affordable and missing-middle properties.
In addition to her land use work, Laura advises utility districts and other clients on complex water law and supply issues. She helps clients understand and protect their rights under the complex web of laws and statutes governing water resources in the western U.S., including California’s Sustainable Groundwater Management Act (SGMA) and the Colorado River Law (Law of the River). Laura has also assisted clients in the development of and litigation surrounding desalination facilities.
Laura has a unique understanding of the challenges facing developers in California, having worked in urban design and development before attending law school. For over seven years, she worked in San Francisco’s Mission Bay Redevelopment Area, managing public park and infrastructure projects for the master developer and co-founding the ongoing Parklab interim-use project. Laura holds master’s degrees in city planning and landscape architecture from UC Berkeley.
While in law school, Laura conducted extensive research on barriers to housing development, which culminated in her co-authorship of UC Berkeley’s Policy & Practice Review of San Francisco’s Housing Policy, a publication sponsored by California’s Department of Housing and Community Development.
