Amarveer Brar

Senior Counsel

Amarveer is senior counsel in the Century City office and a member of the Land Use, Environmental, and Natural Resources Group. He helps clients obtain and defend entitlements for commercial real estate projects throughout California, including multifamily, hospitality, office, mixed-use, and last mile distribution centers. Amarveer is well-versed in California’s state and local housing laws, advising clients on the Density Bonus Law, Housing Crisis Act, Builder’s Remedy under the Housing Accountability Act, and other tools available to bring residential projects to completion in a cost-effective manner. Along with his traditional development work, Amarveer handles the entitlement and permitting of vehicle and autonomous vehicle charging stations, battery energy storage systems, and solar infrastructure projects.

His practice covers the full development cycle, from pre‑acquisition due diligence and permitting to litigation when necessary, counseling clients on California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance, natural resources issues under the federal and state Endangered Species Acts, and regulatory matters involving federal agencies such as the Department of the Interior. He has particular depth in land use matters arising under the California Coastal Act, regularly representing clients in matters before the California Coastal Commission.

Amarveer’s background as federal litigator aids in his ability to anticipate risks and mitigate potential conflicts in the early stages of the development process. Before joining Allen Matkins, Amarveer defended the United States in NEPA, Clean Water Act, NHPA, Endangered Species Act, and other civil cases during his time as an assistant U.S. attorney in the Central District of California and as a trial attorney for the U.S. Department of Justice Environmental and Natural Resources Division.

While in law school, Amarveer served as a summer law clerk for the Natural Resources Defense Council and externed for the Honorable Joseph A. Brandolino and Gregory A. Dohi of the Los Angeles Superior Court.

  • Hudson Pacific Properties. Development permits for a 508-unit, 502,331 square-foot mixed use project.
  • LPC West. General Plan Amendment and Comprehensive Plan approval for a 309-unit, 362,596-square-foot mixed use project in Culver City, California.
  • LPC West. Comprehensive Plan modification to allow 230-unit 555,221-square-foot mixed use project in Culver City, California.
  • London & Regional Properties. Development permits for a 280,000 square foot office Project in El Segundo, California.
  • RLJ Lodging Trust. Coastal Development Permit exemption for a Hotel Renovation in Santa Monica, California.
  • Developer. Approval of an adaptive reuse of an existing commercial office property to Last-Mile facility.
  • Developer. Approval of a 94,000-square-foot office tower expansion in El Segundo, California.
  • Developer. Zone Text Amendment to allow for expanded hospitality floor area in Beverly Hills, California.
  • Developers. Various Conditional Use Permits in jurisdictions throughout California.

Litigation

Amarveer’s land use and environmental litigation experience includes the following:

  • S. Army Corps of Engineers. High-profile litigation related to NEPA and NHPA challenges to a North Dakota crude-oil pipeline project brought by environmental groups and tribes.
  • S. Department of Transportation and U.S. Army Corps of Engineers. Obtained summary judgment in a NEPA challenge to a multi-million dollar multi-modal transportation on the Arkansas River.
  • U.S. Army Corps of Engineers. Secured dismissal of a NEPA challenge to the U.S. Army Corps of Engineer’s Hurricane & Storm Damage Risk Reduction System in Louisiana.
  • United States and Department of Interior. Member of a trial team that successfully defended against an aboriginal title claim for the Valles Caldera National Preserve in New Mexico.
