With a strong background working in nearly all aspects of real estate in California – from property management, residential and commercial real estate transactions, to real estate development and preservation work – Andrew skillfully aids clients in navigating complicated and ever-changing real estate laws.

A results-oriented problem-solver, Andrew represents developers, owners, and financial institutions in complex commercial real estate transactions, including secured lending, commercial leasing, acquisitions, dispositions, and Mills Act matters. He tackles all problems head-on, using his experience to add value for clients no matter how big or small the issue may be – he takes pride in delivering effective solutions for his clients on both simple and highly sophisticated matters.

Prior to joining Allen Matkins, Andrew served as the Deputy White House Liaison for the U.S. Department of Housing and Urban Development (HUD), a White House-appointed position where he acted as Senior Advisor to Secretary Julián Castro for presidential personnel and appointments. In this role, Andrew supported the President and Secretary's leadership of HUD, and guided HUD's leadership through the political and legal aspects of transitioning to a new administration.

His considerable government background also includes serving as a National Security Associate and a Vetting Legal Intern at the White House. His responsibilities included assisting in vetting President Obama's Executive Branch nominees/appointees with a focus on national security agencies. Andrew prepared recommendations to the President on presidential appointments and personnel actions, as well as federal clemency petitions. He also assisted with drafting Obama Administration transition documents.

Andrew frequently represents asylum seekers pro bono, providing access to legal representation that can be life-changing. He is admitted to practice law in California, New York, and Washington, D.C., and is fluent in two Armenian dialects. Andrew is also a member of the Allen Matkins Diversity & Inclusion committee.
