Spencer B. Kallick

Spencer has decades of experience advising national investors, developers, institutional entities, high-net-worth individuals, and family offices in complex land use entitlements and real estate transactions. As operating partner of the Century City office, Spencer provides his clients with concierge legal services to deliver efficient, practical solutions that get deals done. Clients value the legal and management experience Spencer brings to their businesses, and many look to him as outside general counsel on a broad range of matters.

Spencer helps clients obtain entitlements, with extensive experience navigating a myriad of federal, state, county, and city land use and zoning regulations, including the California Environmental Quality Act (CEQA), the California Coastal Act, and Density Bonus Law. He has worked on urban infill, mixed-use, transit-oriented, affordable housing, senior living, digital signage, hospitality, multifamily, and retail projects, with experience across virtually every major asset class. Spencer’s clients include some of the most prestigious developers and investors in the world, such as Alliance Residential, AvalonBay Communities, American Realty Advisors, Artisan Ventures, Blackstone, Cedars Sinai Medical Center, Choice Hotels, Digital Realty, EOS Investors, Faring, Goldrich Kest, Hines, Hudson Pacific Properties, JPMorgan, Kilroy, Link Logistics, Lincoln Property Company, Oaktree, Pendulum Property Partners, RLJ Lodging Trust, Silver Creek Development, and Westbrook.

As a former city attorney handling land use matters, Spencer leverages his deep understanding of government processes and long-standing relationships at the federal, state, and local levels to resolve issues quickly for his clients. Having worked on development from both the public and private side of the aisle, Spencer has a holistic understanding of land use matters, and he’s able to create consensus on potentially contentious projects. Further, he has a curated contact list of architects, traffic engineers, environmental consultants, and other specialists enabling him to quickly assemble the right mix of personnel to further his clients’ business objectives.

  • Link Logistics/Blackstone. Entitlements for a 1,200 multifamily mixed-use project in Culver City, California. The project is a cutting-edge redevelopment of a former office park that includes the preparation of an Environmental Impact Report.
  • Alliance Residential. Entitlements for the redevelopment of a defunct office building to include approximately 351 multi-family units in West Los Angeles, California.
  • Digital Realty. Entitlements for a first-of-its-kind geometric data center in the heart of downtown Los Angeles. This is the first new data center in downtown in decades. This project includes the preparation of an Environmental Impact Report.
  • Hudson Pacific Properties. Entitlements for a new 509-unit mixed-use project with ground floor retail, replacing the former headquarters of the NFL Studios.
  • Hines. Entitlements for a master planned 2-acre site with mixed-use commercial and residential project in Santa Ana, California. The project includes 1,583 residential units, 80,000 square feet of retail space, 300,000 square feet of office space, and approximately 7.8 acres of publicly accessible open space and common areas. The project also includes preparation of a specific plan.
  • LPC West. Obtained entitlements for 305-unit mixed-use project in Culver City, California. The project included the first-ever Comprehensive Plan in the newly upzoned Fox Hills area and requires the preparation of an Environmental Impact Report.
  • Hines. Entitlements for a 500,000-square-foot transit-oriented mixed-use project on Hollywood Boulevard in the heart of Los Angeles. The project replaces an existing automotive dealership with a 35-story residential tower, six-story office building, and a village of residential and commercial buildings. The project includes a package of complicated entitlements and the preparation of an environmental impact report.
  • AJ Khair. Entitlements for a mixed-use residential project on the Sunset Strip in West Hollywood, California. The project includes 172 hotel rooms, 46 condominiums, and digital signage. The project includes the preparation of an environmental impact report.
  • RLJ Lodging Trust. Entitlements for a hotel project in Santa Monica, California and Oxnard, California, both of which required approval from the California Coastal Commission.
  • London & Regional Properties. Obtained entitlements for an El Segundo, California 200,000-square-foot office project. The project included the adaptive reuse of an existing aerospace campus and the construction of a new 122,000-square-foot office building. The project required the preparation of a mitigated negative declaration and complex entitlements, including a zone text amendment.
  • AJ Khair. Obtained land use entitlements for a boutique 80-room hotel with ground floor and rooftop restaurants in San Pedro. The project required complex entitlements and represented the first new hotel development in the area in 40 years.
